List the systems to connect, access to arrange, data problems to fix and approvals to obtain. State assumptions and questions that still need answers.

Compare the same measures after a pilot.

Compare completion quality, total staff time and running costs using similar cases and the same definitions. Leave results unknown until you have measured them.
